Campus and Classroom Recording Policy

Purpose

State Technical College of Missouri (“State Tech”) is committed to maintaining learning environments where instructors and students can communicate openly without concern that conversations, instructional activities, or personal information will be recorded or distributed without appropriate permission.

At the same time, the College recognizes that recording may occur for instructional purposes, accessibility accommodations, college communications, or public events.

This policy establishes when recording is allowed, when permission is required, and when recording is prohibited in instructional and college settings.

Scope

This policy applies to:

  • All State Tech students
  • All faculty and staff
  • Guests and visitors participating in college activities
  • All forms of audio, video, photographic, screen capture, or AI-generated recordings
  • All instructional environments, including classrooms, labs, shops, online courses, and off-site learning locations such as clinical placements, internships, and field experiences

Individuals participating in State Tech instructional activities are expected to comply with this policy.

Definitions

Recording

Any audio, video, photograph, screenshot, screen capture, or AI-generated transcript produced by a device or software platform.

Approved Accommodation

A recording accommodation approved through the College’s established accommodation process.

Student accommodation is coordinated through Student Affairs and Counseling, while employee accommodation is coordinated through Human Resources

General Rule — Permission Required

Recording any class, meeting, or instructional activity is not permitted without permission from the instructor or responsible college official.

Secret or covert recording is strictly prohibited.

This includes recording of class discussions, labs or shop activities, student work, or instructional demonstrations.

Exceptions

Public Events

Recording is permitted at public events such as graduation ceremonies, public presentations, and other campus events open to the public.

Student participation in campus events may also be governed by the State Tech Media Release Policy executed during enrollment.

If recording restrictions apply to a specific event, State Tech will communicate those restrictions in advance.

Security Cameras

State Tech operates security cameras for safety, crime prevention, and property protection. These systems are operated by authorized personnel and governed by separate institutional procedures.

Authorized Recording

Students

Students may record class sessions only when:

  • The instructor states recording is permitted in the syllabus
  • The instructor provides written permission
  • The student has an approved accommodation requiring recording

Approved recordings may be used only for personal academic purposes and may not be shared, distributed, or posted.

Unauthorized sharing of recordings may violate student privacy protections under FERPA.

Instructors

Instructors may record class sessions for instructional purposes when students are notified in advance through the syllabus or at the beginning of class.

Use of recordings outside the classroom, including marketing, promotional materials, or social media, must comply with the State Tech Media Release Policy and institutional communication guidelines.

Accessibility Accommodations

Students with approved accommodation may record course content when required for accessibility purposes.

Recordings created under an approved accommodation must:

  • Be used only by the approved student
  • Not be shared, distributed, or posted
  • Be stored and handled responsibly

Protected Employee Activity

Nothing in this policy prohibits employees from engaging in legally protected activity under the National Labor Relations Act, including documenting unsafe working conditions or engaging in protected concerted activity.

Violations

Violations of this policy may result in:

  • Student conduct action
  • Employee disciplinary action
  • Removal from a learning activity
  • Loss of technological access
  • Additional disciplinary action consistent with institutional policies
